Bergen 2 Under Preempt
Opening bids of suits at the 3 level shows a preemptive opening in the suit 2 steps higher:

This permits the responder to make a game try by bidding the in-between suit. It also has the effect of transferring the declaration to the hand which may have tenace positions to protect.
It has the disadvantage of giving the opponents more room to compete, and allows them to differentiate between penalty and takeout type hands more easily.
